Unlike the US (where UL is de facto mandatory), the EU CE system relies on post-market surveillance. Each member state has a Market Surveillance Authority (MSA) that can request your Technical File at any time — you must provide it within 10 working days. Germany's BAUA, Netherlands' NVWA, and Sweden's Elsäkerhetsverket are among the most active MSAs for lighting products. Non-compliance penalties range from product withdrawal to fines of €50,000-500,000+ (Germany: ProdSG §39).
The importer (EU-based entity placing the product on the market) bears legal responsibility — NOT the Chinese factory. If your supplier's CE documentation is incomplete, YOU are liable.
